Waveney District Council has now received the Examiner's Report into its Draft Charging Schedule. The Examiner has recommended that the Draft Charging Schedule is approved in its published form without any changes.

To help support new development planned in the Waveney Local Development Framework, the Council is proposing to introduce a Community Infrastructure Levy. The levy will be payable by developers undertaking new building projects in an area.
Money raised will be used to fund new infrastructure such as transport schemes, schools, open spaces, flood defences, health and social care facilities and leisure centres.
Levy rates will be set out in a Charging Schedule. The Charging Schedule has had two rounds of public consultation, and has been examined by an independent person (see above). The independent examiner has concluded that the Charging Schedule provides an appropriate basis for the collection of the levy in the District and has recommended approval of the Charging Schedule without any further changes. The Charging Schedule will be considered by Full Council for adoption in May 2013. It is likely that the Charging Schedule will come into effect on the 1st August 2013.
Once CIL is in place, Section 106 Planning Obligations will only remain for affordable housing and only in exceptional circumstances where onsite and offsite infrastructure provision is needed to make a development acceptable in planning terms.

March 2012: Consultation on Preliminary Draft Charging Schedule
October 2012: Publication of Draft Charging Schedule for consultation
14th December 2012: Submission of Draft Charging Schedule
11th April 2013: Receipt of the examiner's report
22nd May 2013: Full Council for adoption
1st August: Provisional date for Charging Schedule coming into effect
