Parking on Verges
The verge outside your house is almost certainly public highway and
you have no right to park there. Your vehicle could be damaging
services to your house and neighbours such as gas and water pipes.
In wet weather your vehicle will damage the verge making it
unsightly and unsafe for pedestrians: your street will no longer be
a desirable place to live.
Parking on Pavements
If you park on or partially on the pavement you could be charged
with obstruction.
If there are yellow lines on the road, you could get a parking
ticket from the Police as the Traffic Regulation Order cover the
whole Highway from your front garden boundary to the centre of the
road.
You should always try to provide an off-street parking place for
your vehicle.
Caravans
Caravans are untaxed vehicles and should not be left on the public
highway. The Police, as the enforcing authority, can take action
against caravan owners for obstructing the highway and you should
contact them to ask for assistance.
Off-Street Car Parks

Waveney District Council operate 65 car parks of which 35 are
pay and display. There are 3,464 pay and display spaces and 1,397
other spaces. In town centre car parks we discourage long-term
parking to maximise usage.
Under the pay and display system you buy a ticket to cover a
period of time and this must be displayed in your car window.
We work with the Police to reduce criminal activity in our car
parks.
Waveney's Car Park Inspectors enforce the pay and display
system. There are Excess Charges for not buying a ticket, for
overstaying, and for other reasons which are displayed on car park
notice boards.
All appeals against Excess Charges must be in writing to the

Appeals must be in writing to allow officers time to:
- Speak to the issuing officer.
- Inspect signs and road markings.
- Inspect relevant information/evidence submitted.
We offer monthly and annual permits which can be used on the
following car parks only:- Adrian Road, Alexandra Road, Belvedere
Road, Clifton Road, Regent Road, St Peters Street and Whapload Road
plus the car parks in Beccles, Bungay, Halesworth &
Southwold.
To obtain a car park permit call in at the Payments Office at the
Marina
Customer Service Centre in Lowestoft or any of our local
offices with your vehicle registration number and when you
would like the permit to start. If you have any

Residents Car Parking Scheme
We have introduced this scheme in Lowestoft, Halesworth and
Beccles to help residents who have difficulty parking near their
homes. It only applies to residents of certain streets / designated
areas in the town centres and permits are provided for an annual
fee of £22.00 (£17.00 in Beccles)
You can apply for a Residents Parking Permit at the
Marina
Customer Services Centre or Beccles cash offices .
Alternatively you can fill in an online version of the application
form - which must then be printed, signed and sent with
your payment. There is also a link to a blank version of the

To ensure that the residents areas are only used by cars with a
permit we employ Car Parking Officers to enforce the conditions.
They can issue an Excess Charge Ticket for breach of
conditions.
Parking fines may be payable where a vehicle is parked in a marked
bay without a permit/ticket or outside a marked bay (on yellow
lines etc.). The council will issue a ticket for an illegally
parked vehicle which will advise the owner how to pay the required
fine or appeal against the ticket.
