Exchanging your council home

A house exchange is a way of moving to a new home by swapping properties with another tenant.

If you are a tenant of Waveney District Council or a Housing Association and you have a Secure or Assured tenancy (your tenancy agreement will tell you this), you can exchange your home providing certain conditions are met:

  1. You must have a clear rent account.
  2. The new home must be suitable for your needs and must be of an appropriate size (neither too small or too big). You can move to a property with one bedroom more than you need, but anything more than this will not be allowed to proceed.

If you cannot find a direct exchange, you may be able to find a third person for a three-way swap.

There is no requirement for your tenancy to have been held for a specific length of time before you can apply for an exchange.

If you move to a Housing Association property you will probably not be able to exercise your Right to Buy.
