How your property was valued
Domestic properties in England and Wales were valued by the
Valuation Office
Agency (VOA), and not by the Council. Your property was valued
at the amount it would have sold for on the open market on 1 April
1991.
Assumptions made
The valuers assumed the following things when they valued your
property:
- When the property was sold it would be empty
- Houses would be sold freehold
- Flats would be sold on 99-year leases
- The property itself and any shared parts were in reasonable
condition

Can your band be changed? It can change if one or more of
the following applies:
A mistake was made and your property is in the wrong band. You
only have a right of appeal for a period of six months after
buying, leasing or renting your property.
Your home increases in value because of, for example, an extension
being added. The change will not start until ownership of the
property changes.
- Your home goes down in value because part of it is demolished
or the condition of the local area changes. Any change will start
immediately.
- If you start or stop using part of the property as a
business.
- If a property is available for rent on a commercial basis for
more than 140 days in any year, business rates may be
payable.

If you appeal against your banding, you must continue to pay your
council tax based on the current banding. If you then receive a
