Street Trading Consultation Details

Waveney District Council has, under the Local Government (Miscellaneous Provisions) Act 1982 adopted a scheme of street trading.

The current scheme with regard to designation of streets came into force on 1 August 1999 following statutory consultations, and the fee structure was changed in 2001. Since this date there are several areas of the scheme, which are considered to need revision due to the changing nature of the area, such as the Sunrise Scheme and the construction of the relief road in Lowestoft.

Beccles Town Council has requested several changes to the Town Centre and Quay, which are listed below.

Halesworth Town Council has requested the Thoroughfare be designated a prohibited Street.

Previously all lay-bys along the A12 have been prohibited but there have been a number of requests for stalls, from both traders and lorry drivers, for the lay-bys at Frostenden and Corton. As these are large areas, Frostenden with toilet facilities, it is thought that these would be suitable places for a stall. It is therefore proposed that these areas should be licensed.

At a meeting of the Licensing Committee on the 11th October there was full agreement that these initial proposals go out to wider consultation. Once we have received any comments all replies will be collated and firm proposals will be put in a final report to the Licensing Committee. Any final proposals will be advertised before implementation.

Lowestoft Town Centre
It is suggested that an additional 6 stalls be allowed in London Road North from Milton Road East to Station Square to give a total of nine pitches. There are five electrical hook ups available. There are currently two traders in London Road North both trading in the area near Chadds store.

Seafront
Due to the Sunrise Scheme works, there have been no traders on the Seafront for the last two years. It is suggested that 3 stalls be allowed along the seafront from the East Point Pavilion to the Claremont Pier, to operate between Easter and September (subject to obtaining a Land Licence from Waveney District Council). There are no electrical hook-ups available. If there is a defined need for stalls in this area then it may be possible to investigate whether funding could be procured for purpose built units with appropriate facilities.

Fees
Daily fees (additional to the application fee) for Licensed Streets are currently divided into Bands with differing fees per day. It is suggested the Bands are abolished with there being a flat rate daily fee of £20 for every day of trading specified on the Licence. This may be subject to an annual increase. There will be no daily fee for Consents.
