As part of the public consultation that we are undertaking prior to
the introduction of new bylaws affecting the seashore and the
promenades in the district we would like to know what you think of
the Byelaws we are proposing to introduce. The consultation is
being undertaken so that we can implement the most appropriate
bylaws to deal with any issues that occur in these areas. It may be
that not all of the proposed bylaws are needed or that some are
only suitable for certain stretches of beach. In order to make sure
that the bylaws we introduce will be effective and are right for
the area we are asking those who will be most affected to let us
know what they think of the proposals.
There is a form for you to complete to let us know what you think
of the Byelaws we are proposing to introduce. They are based on the
following Model Set documents which have been produced by central
government:
We would like you to indicate what you think of each byelaw and
where it would be best implemented. Items 1-4 and 16-18 in Model
set 5 and items 1-4 and 23-26 in Model set 6 have not been included
in the consultation as these relate to administrative points for
implementing the byelaws.
We have recorded the comments of the Community Needs are of the
Council’s Scrutiny Panel. This panel has been given the task of
overseeing the implementation of the new byelaws. The comments made
by the panel have been included on the form to provide an
indication of some of the issues that the Council believe need to
be taken into account.

We will be holding three public meetings where people will be able
to put any questions they have about the new byelaws to council
officers. These meetings are to be held as follows:
