Consultation Overview
The Clean
Neighbourhoods and Environment Act 2005 contains provisions that
replace the previous system of byelaws for the control of dogs.
This is achieved by the Council making a “Dog Control Order”.
The Council is proposing to use those provisions to make a Dog
Control Order applying controls relating to four matters:-
- failing to remove dog faeces;
- not keeping a dog on a lead;
- not putting and keeping a dog on a lead when directed to do so
by an authorised officer;
- permitting a dog to enter land from which dogs are
excluded;
The order will create offences relating to breaches of the
order.
The Council is required to publish notices describing the proposed
Order in a local newspaper circulating in the same area as the land
to which the Order would apply, and invite representations on the
proposal. At the end of the consultation period the authority must
consider any representations that have been made.

And why?
Regulations governing the introduction of Dog Control Orders
require the Council to publicise the proposed order and consult
with the Public and relevant agencies before an order may come into
force.
Who do they want to consult?
Parish Councils
and Town Councils in the Waveney District, Suffolk County Council,
the Countryside Agency and any other interested parties.
